The Human Resource Management System (HRMS) is the flagship project of the Center for Modernization of Government Initiatives – CMGI, a society under the Department of General Administration, Government of Odisha. HRMS is a database – and – application software for online personnel transactions of government employees via the Internet. Its objective is to become the primary medium for transaction of government employees.

HRMS Odisha Portal is a repository of all service records of employees of Government of Odisha; Through HRMS, an employee can apply for leave, loan or send their report, request or complaint. They can get approval or reply online from their office. The HRMS software automatically generates all the accounts and registers of an employee, such as service books, leave accounts, loan accounts, salary accounts, incumbency charts, etc., to obtain relevant data from transactions. It helps retired employees to prepare their pension papers at the click of a button and helps the officials to process pension papers easily and quickly.

Previous transactions are captured as legacy data and included in the database, and subsequent transactions are recorded in real-time. The service book of each employee is the most complete repository of such transactions. Therefore, each employee’s service data from the service manual is the backbone of the HRMS database.

General Instructions of HRMS Odisha

  • Performance evaluation through confidential reporting has been recognized as a tool of human resource development. Provide basic information for confidential role.
  • All Group-‘A ‘and Group-‘B’ officers will submit their PAR form at hrmsodisha.gov.in by accessing the unique identity and password provided by them.
  • Confidential reporting process will have three levels of evaluation, namely: –
    • Reporting authorities who are under the immediate control and supervision of the reported officers;
    • the countervailing authority who supervises the work of the reporting authorities and who has an opportunity to see / observe the work of the officers in sufficient detail; And
    • Accepting authority who in most cases supervises the work of the countersigned authority and has access to the work of the concerned authorities.
  • The Government has pleased to start online filing of PAR by the Group-A and Group-B officers of the state from the assessment year 2014-15.
  • After registering their comments as per the time table through online, the reporting / reviewing authority will forward the said PAR directly to the next authority.
  • The accepting authority will file its comments within the time table and send the online in respect of Group ‘A’ and the concerned to GA (SE) Department.
    • Administrative Department / Head of Department in relation to Group ‘B’ officers.
  • If the evaluator fails to submit the PAR as per the timetable, the PAR will be automatically forwarded to the next / higher authority.
  • Failure to present or initiate a PAR by the assessor or reporting / review / accepting authority within the stipulated time will be taken seriously and adverse entry will be made. We also shared about Kalia Yojana
