The Odisha government has launched the Odisha Balram Yojana to provide rural loans of Rs 1,040 crore to landless farmers, who are currently unemployed due to the coronavirus episode. Around seven lakh landless farmers will get benefits under the scheme in the next two years. Chief Secretary Asit Kumar Tripathi has directed the officers to give agricultural loans to the landless farmers through Joint Responsibility Meetings (JLGs). IMAGE will make arrangements to implement the scheme at the state level. The Agricultural Technology Management Agency (ATMA) will make arrangements at the regional level. Horticulture Secretary Saurabh Garg said that the landless farmers would get credit through JLG which would be in the form of ‘social insurance‘.

Odisha Balaram Yojana is another scheme focused on the farmers of the state by the Government of Orissa. After the KALIA scheme, this is another scheme launched by the state government for the welfare of the farming community in Odisha. This time the Chief Minister of Odisha, Mr. Naveen Patnaik has mainly focused on financing sharecroppers and landless farmers who do not have any share of land. They make up about 62% of the rural workforce of Odisha’s population.
Agriculture is a major source of livelihood among the rural population of the state. But most of the farmers are landless laborers i.e. landless. Hence, they are the ones who have got the least help from the government scheme. In general, about 18.6% (over 9 lakh operational land holdings) are managed by these sharecroppers in the state.
